The seven heads symbolize seven mountains, which are kingdoms.
The mountains upon which the woman sitteth, therefore, are seven kingdoms.

The Eighth which is not yet come, He was.

The beast kingdom, ruled one of the first five before John's day.

The ten horns are ten kings that have not as yet risen to power;
These ten kings hate the whore and make her desolate, and burn her with fire.
